An exception exists for Luxembourg where the law requires that the portrait of the Grand Duke appear on all the pieces, the portrait of the Grand Duke will therefore appear as a watermark on the piece. In the Netherlands, a similar law requiring the head of state (the king or queen) to appear on all the pieces, was amended to participate in this commemoration, this amendment is only valid for common emissions.
